For all foreigners who have not been to Europe: this only happens in Paris (France) because it is very difficult to find free parking in the city center. In any other European country this is neither routine nor legal and the police or the owner of the vehicle can sue the driver for damage to the bumper. In countries like Spain, Portugal, Germany or England you won't see anyone hitting a bumper on purpose when parking. If this happens, the person affected by the damage calls the insurance company to repair the car and the expenses are paid by the negligent driver or his insurance company.
