This video provides a step by step guide from 'start application' to 'submit application' information about 600 Graduate research scholarships provided by University of Melbourne, Australia.
No application is required. You will be automatically considered for this award.
This scholarship is available to high-achieving students undertaking graduate research at the University of Melbourne.
What does the scholarship entail?
Stipend and fee offset scholarships
Full fee offset for up to two years for students undertaking a Masters by Research degree or up to four years for students undertaking a doctoral degree.
Living allowance of $31,200 per year pro rata (2020 full-time study rate) for up to two years for students undertaking a Masters by Research degree or up to 3.5 years for students undertaking a doctoral degree. The living allowance may be indexed annually and includes limited paid sick, maternity and parenting leave.

I guess contacting supervisor is only for PhD applicants or it is also for the master applicants?

It can work for any especially when the masters program is fused into PhD. The program type in undergrad might have given you the opportunity to work on projects which can be applicable in masters. Follow the steps in the application and make use of any opportunity that increases your opportunity.

There is a part in the video where they openly said if you are from an English speaking country or had all your courses taught in English then you don't need the English test. You can collect a proof of English language from your school and attach it. However, if you are not among any of the qualifications, I will advice that you start prepping to write and come back to apply.
