Sec 2(j) defines it and as per Sec(7), In every LLP there must 2 Designated Partners. Out of them, one must a resident in India. It may be individuals or nominees of body corporates who are the partners of the LLP. Such designated partners are liable for the legal administration in the LLP.

No it isn't compulsory for llp , if u make an agreement then u will have to follow the rules and regulations according to that agreement and if u dont make it then u will have to follow schedule 1 of llp act 2008

There must be needed 2 designated partners. So , if any one partner is no more than the other partner have to file a notice basically. And even though logically dead person can't file a notice , so it's up to remaining partner's only. Along with it Sec 9 Change in Designated partners rule Apply.
