In 2K23, the game doesn't punish you that much for pairing incompatible classes if you have other things making up for it, especially if both are in a rivalry.

The reason why the rivalries don’t grow is bc you need to put the roster is different matches. Not just the same 1-1 normal match. Try putting them in triple threats, fatal fourway, and stipulation matches. They will grow

Raw is just so much more expensive than smackdown due to petes cards, they made roughly the same amount of money, but raw was like 20 grand more expensive. (Also pete hit raw with the double crew cost, so that wont help either)
