According to the animations of all the racers as well as information from steviosiak on stack exchange, Eevee picking thwomp in Day at the Races gave him only a 11.83% chance of winning. (Information may not be as accurate as my info on Bowser Land's Day at the Races game, because Vern picked Whomp before we could see its animation). Eevee had only a 1.73% chance of winning both of those games with a Thwomp, so now Eevee has to beat the lucky allegations.
