4. Because there is no source, but the reporter wishes to transmit his personal opinions or beliefs in a way that will suggest authority behind those beliefs. Many such cases. (Excellent video, though. Very lucid, and presented in an engaging and accessible manner.)

"It is said that Putin is in the brink of being dethroned", now consider this other "Putin is said to be in the brink of being dethroned". Does the alternative belong to the grammar structure you are referring as well?
