As I’ve said before when I put 9.7 for his power level I was not just thinking of his current level but his potential and the fact that if he were to copy and amp seraphinas power it would be around that :)

I believe that with his ability to copy and improve a person's power he'd be a straight 10 since his other stats can be raised to the level of those attacking/around him and then some. I mean if a perfect speed (like a future fully developed sera) perfect defense (like say a future asslo) perfect recovery (probably also sera since her powers are all time based anyways thus perfect speed via time manipulation would mean the ability to instantly rewind injuries to the moment before it happened) and perfect offense (future version of Blake for instance) he'd have maxed out every start by copying 3 powers. (Yes I know that he's generally only able to do 2 in use at once and 4 or 5 ready to swap in at any moment but let's assume he gets more practiced later on).
