No offense to Mr. Jennings but the bible defines an apostle as one who was there with Christ from the beginning of his ministry (John's Baptism) until he was resurrected. 21 Therefore it is necessary that of the men who have accompanied us all the time that the Lord Jesus went in and out [u]among us- 22 beginning [v]with the baptism of John until the day that He was taken up from us-one of these must become a witness with us of His resurrection.” The word apostle in the Greek means messenger and in that sense, the word is appropriate and Mr. Jennings can be considered an apostle. But as to the special definition as laid out in Acts 1, it wouldn't be appropriate to think of him as an apostle.

And he says that this apostleship was not of men but directly from God: (Galatians 1) 1 Paul, an apostle (not sent from men nor through human agency, but through Jesus Christ and God the Father, who raised Him from the dead), 2 and all the brothers who are with me, And he spent 3 years being taught the gospel. In person? Not clear, but he spent three years being taught. 15 But when He who had set me apart even from my mother’s womb and called me through His grace was pleased 16 to reveal His Son in me so that I might preach Him among the Gentiles, I did not immediately consult with flesh and blood, 17 nor did I go up to Jerusalem to those who were apostles before me; but I went away to Arabia, and returned once more to Damascus. No derision is intended against Mr. Jennings. In one way, he can claim apostleship without being in contradiction to the word. And to be fair, my response was not to anything he personally said or preached about this but to somebody who commented.
