Surge is just a better tank counter into the jacky which is probably more threatening than the barley because they already have a thrower to lane the barley.

You run a risk of if you start the game with level then you basically win. Cord would find it hard to get a positive trade from the realm because on canal if you go back to grass where your team is they had a jacky so cord would die every time. Also late game surge is a lot harder to push into and a lot better for you to push into enemy.
