If India-Pakistan was partitioned on the basis of religion, then why were Muslims allowed to stay here in India, and later on, if the Muslim population increases and they again demand a new country on the basis of religion, then who will be responsible for it?

The then leadership believed in the virtue of of a secular nation and so while Pakistan was carved out on the basis of religion, India never became a Hindu Pakistan.
