With due regards, Sir i would like to bring to your notice one of my opinion wrt 11:16 - Separation of power was proposed by Montesquieu. While Rousseau on the other hand advocated that power must reside with the people exercising their general will. Yours faithfully

Rousseau argued that the general will of the people could not be decided by elected representatives. All political power, according to Rousseau, must reside with the people, exercising their general will. There can be no separation of powers, as Montesquieu proposed. - THE SEPARATION OF POWER WAS NOT PROPOSED BY ROUSSEAU

Uttarakhand is known for a unique police system in which civil officials of the Revenue Department have powers and functions of Police. Although regular police is established in the state, yet in some hill pattis, jurisdiction of the police is yet to be extended to and the revenue officials perform functions of police like arrest of offenders and investigation. With their limited resources they are doing this for about a century.
