Pakistan can use it more easily because Pakistan already have trade link with Iran and would need only once to load containers and unload them in Russia whereas India needs to ship first from India then unload in Iran load containers on trains or trucks then again load them on ship and unload in Russia. If india and Pakistan come to trade then there's a rail link between Pakistan and India and both countries use same rail Guage.

We should understand that India-Pakistan issue is internal. On international collaborations, we shouldn't bring our internal issue with other countries. It never works like this.

India needs multiple routes and is already working on it. Long term we need to reduce dependency on any single country. Eg russia for arms.
