Directorate order dated on 03.06.2020 Stated that Postman and MTS are Divisional cadres, As such request transfer of Postman and MTS has not come under Rule-38 transfer. Therefore, Divisional Head is competent enough to approve such transfer of MTS & Postman within the Division.

If declined it will not count. Temporary transfer is different and it will not be counted as one for Rule 38
