He can take it to the UK and Europe as a tourist for 2 years with Australian rego. It still has to be insured locally with Green Card Insurance as a tourist vehicle. International comprehensive insurance is hugely expensive. After 2 years it has to leave the UK or customs excise will apply. And it can't be left there nor sold there as this also attracts customs excise for import and that's steep. The UK authorities are unlikely to allow this vehicle to be registered as a passenger vehicle under the highway code.
