You need 3 clocks in your inventory to use the Smith's spell (The book that Pause has) When he uses the book it gives him weapons, redstone ect. He then places the weapons in the chest because since he is the Smith people are counting on him to make weapons. Notice the sign that he placed outside asking for gold so he can make more clocks therefore, more weapons!
