It is not justifying the blast. Have some media literacy. It is showing why Memon got so angry and planned the attack. At no point in the movie, do they justify the attack. The police officer even says loud and clear ki "Tum logon ko dharm ke naam pe chutya bna diya gya hai. Kyuki tm chutiye ho."
