Looks like they used the gun in the picture, a Makarov 9mm, when the actor who played Ourumov (Gottfried John) had to actually fire it or have it seen in close-ups. The plastic one, which has the characters name on it, a common practice in movies to avoid confusion when there are a lot of props, was probably used when the gun was holstered.

@Holden Mcgroine Yes one year after The Crow. Sadly Brandon Lee was killed out of ignorance. He put a .357 loaded with blanks to his head in a fake game of Russian Roulette. But a blank round that big at that close a range can put a big hole in 3/4" plywood.
