because i don't think my translation makes it clear so i'm explaining it here:
peiko is making fun of sayuri's accent (sayuri is from miyagi prefecture and they speak japanese with miyagi accent over there. or so it seems, i've never been there myself).
i find making fun of cultural differences to be funny because i am a racist
also, this is an old clip, i think it happened before 2nd Gen was even announced. i don't think anyone has subbed it to english though so i'm doing it to celebrate payton naomi's 20th birthday, which is yesterday (July 1st). hbd! girl was still in high school when liella debuted and now here we are.

each region of japan actually has their own regional dialects (except kanto region (tokyo, saitama etc) which is more or less the standard japanese) miyagi is in the tohoku region, so their dialect is called the tohoku dialect, and according to wikipedia, that dialect is commonly stereotyped as the "rural dialect" in japanese pop culture media on the subject of dialects, you are probably familiar with the widely used in pop culture kansai dialect, with its own also very popular but very different variants like osaka and kyoto... osaka dialect is stereotyped as the "boisterous comedian dialect" because manzai (boke and tsukkomi routine)... liella fans are definitely familiar with this dialect because mama nako frequently has to unleash her osaka dialect whenever she really need to get her tsukkomi across when the situation reaches critical dumbassery lol on the other hand, payko learnt (but had never used on camera/record) her mother's kyoto dialect which is stereotyped in pop culture as the "refined, traditional, classy dialect" (probably stems from how kyoto is the old capital of japan and also probably because the dialect itself sounds really melodious and gentle) considering the dialects that payko and sayurin knows, this scene was basically the one who has the "refined and traditional" dialect teasing the one with the "rural" dialect lol
