how do you wind the shot up like that with the meter? i can’t manage to do it

Pull back on the right stick to set the meter going, let go of the right stick, then push forward on it when you get to the desired point. Don't hold the stick back while it's filling cos when you push forward it could push the line right or left(hope that's what you meant lol)
