Video game designers who study human psychology (aka most good video game designers) often do tricks like that to make something feel random without allowing for any of the non-random-feeling events that randomness can cause. There's an interesting Extra Credits episode about it.

Hey PBG, Jeff and Commenter's here are some tips about the character stat's Luigi: he is the second fastest, has the longest jump and is the most slippery (Pbg that's why you were falling off when you were Luigi) Peach: she is the slowest and is the slowest to full sprint speed, has a normal jump and is the most floaty a full list can be found here on ign wiki guide: m.au.ign.com/wikis/super-mario-3d-world/Characters (hope the link works) hope this helps and can't wait for the next vid
