After decades of decline, the city of Utica, New York, is growing again, thanks in part to its reputation as "the town that loves refugees." And their basic reason for loving refugees is simple: An influx of new residents and workers have helped keep its economy afloat. But are there also downsides to an refugee-driven recovery?
