I would not worry that much about not bringing Courtois. First of all many Belgians dont want him anymore and some players on the team agree, his ego is just too much. And second, Casteels and Sels are really good Goalkeepers (Kaminsky too), of course Courtois is the best but we don't have bad GK at all. I hear maaany people saying defense is worse than it was and I disagree. Our defense is bad, true, but it has been for years. Alderweireld-Kompany-Vertonghen was not good, they have been decent for a couple of years but it didnt last and since 2018 our defense is our weakpoint. So was our defensive midfield, which is not anymore. Theate is honestly really good, Castagne at his top is too. Faes makes many mistakes and Vertonghen is slow (even though he's proved he can still do the job as a CB), but its not worse than it was, Tedesco is working on it. Im sad Al Dakhil is not there due to an injury but I know Debast and De Cuyper can show they're good too. Don't know about Witsel though, but we'll see.

With Courtois it’s closer but since his fight with the coach and his removal from the squad, Netherlands have a better team, because they’re actually decent in all lines. KDB isn’t the same for city as for Belgium. Their attack in nice but that isn’t everything in a team. I think they’re better than Italy and Croatia but I do believe they’re the 9th best team in the world
