This is actually the official TikTok for the SpongeBob Krusty Cook-Off game released on mobile and the Switch rather than a general SpongeBob account. That explains why all the animation is presumably done in the game's engine and why there are no clips from the show.

3:00 the "eyebrow squidward" is a character that appeared in some episodes (called Squilliam Fancyson III), who is a extremly rich and successfull (and equally snobby) and kind of a rival to Squidward. In one epiosde (where he lies having a 3 star restaurant just to impress him), he tries to calm down his nervousness by applying the anti stage-fever-technique (imagining the others in underwear), which kinda backfires since "he is hot" and yeah, that image of him in underpants is used for this speicifc clip
