Instead of making a foundation chain like how you've made, can I chain 250 chains first and then make hdc all the way through?

Hello, this is a very lovely pattern and thank you for uploading the tutorial. I am trying to crochet this for my Grandmother, however she is quite short lol. Is there a specific amount that I should chain to or does the pattern only require an even number of chains? Thank you in advance.
