I don't know if building guinsoo's for ult stacks is going to be good on this, because the stacks only deal damage 1/second. It's only good if (without phantom hit) your opponent gets to 0 stacks remaining without dying. Most of these fights without guinsoo's you either maintained more than 1 stack on them through the fight & they died, or if they managed to disengage from you your stacks still killed them. Building guinsoo's to hit with nashor's, wit's end, w passive etc more is reasonable, but I don't think it ever makes a difference to the number of useful ult stacks.

Can always see the difference with high Elo players like pekin. He gets an enemy champions flash and is like “nice got his flash” and then chills. If I get your flash I will chase you down under your turret without thinking about any repercussions. Silver squad for life.

Well, I haven't played league in a hot minute, but wanting a decent base mana on blitz would make sense for his passive grants a shield base on his current mana (Least it used to..). So yes a tear item boosts his dueling power by that much.

building attk speed on blitz still makes the stack do dmg at max fixed rate of once per second...yes you do get more stacks but if you go same attk build speed on kayle you get more range, more faster dmg, and if you go jax more dmg, gap closer, dodge, ar/mr...so going full glasscannon now on blitz leaves you vulnerable because you have 6-7 stacks on the guy youre dueling and they kill you. THEN they die, if oyu were fed kayle ro jax, youd kill them in 2 sec, as blitz, you kill them in 4 sec
