Its kind of because of their personalities. Neither of them are really the type to take the initiative and ask to hangout or to come over. They don't want to see themselves as clingy which I am getting a lot of from many of the Hololive members. Okayu says that she doesn't ask Korone to collab as much because she gets to be much more clingy which is probably why she doesn't do a ton of collabs. I think that Fubuki, Sora and Matsuri are probably the 3 members that collab the most with others even with people outside of Hololive.
