One of the reasons why I usually go for German made clocks, although I had a Korean made regulator clock which had the same issue, I gently bent the verge (the part that catches on the escapement teeth) and it seems to be working without any issues

I know you mentioned how setting the beat doesn't work, but this clock is actually out of beat, listen to it. It goes "tick tock ...... tick tock......." it needed to go "tick... tock ... tick... tock...." you can achieve this by first, fixing the suspension spring because it is bent, make sure it is bent straight. Second, stop the Pendulum and move it to the right until it clicks, then to the left. Notice how far it goes in either direction before it clicks and adjust the distance by bending the crutch. Watch or read something about it first

I'm not a professional but have fixed may with that problem. When the pendulum swings is the tic even or is it a long tic on one side ?

I’m by no means a clock guy, but I’ve tinkered with enough to know that the tic and the toc must be equal. Yours is not. That suspension spring looks off or bent. You must get it in beat. It could be the movement itself may not be straight in the case. Could have other issues but you need to take care of that first. Good luck. Let us know what you found out please.
