This "trick" is all about comedy and entertainment. This trick has a little twist that they build in like failure of a trick (drowned Teller or the right card in the TV)

You could tell from the movements at the start that the teller puppet was not operated by 68 year old teller, and the only reason for that I could find is that he was in Penn.

Penn wasn't in a balloon, Teller was in Penn, extra was in Teller. Penn was voicing everything of course watching everything from the back. They had a copy of each of the big cards. Whatever card Jimmy chose, Penn would go on stage with that card. They do the gag. Penn sneaks on stage with the card and the MAGIC happens.

it's a trick with some misdirection. As once the inflatable Teller is down and Teller reveals he was inside of inflatable Penn, then the real penn has to come on before people realize what happened.
