They were offered Gaza and the West Bank in 2000 (see Camp David) in exchange for not blowing their children up in public places (suicide bombers). Arafat, their leader, subsequently rejected the offer, made no counter, and instigated an intifada. They've been self governed and Jew free since 2006... What happened since? Meanwhile, 2 million arabs (same ethnicity) live and worship freely in Israel. All deserve to live peacefully and freely. But in this case, the plight of those living in Gaza and the West Bank lies on the shoulders of their own leaders, be they elected or otherwise. Not Israel's.
