I don't think it's so much as finding a conscience as much as it that Donald Trump gave the game up before it's been played. Without his statement, anything not hitting a legitimate military site could be explained away as a glitch or something, but not anymore, not after Trump's statement. How would I know, on the fly, if a target that is typically a "cultural site" doesn't now qualify as a military target? How would I even know which sites are and which sites aren't classified as cultural sites. Ultimately I believe the order would be followed in the immediate and then afterwards would be evaluated as to whether or not it constituted a war crime. That's just my interpretation though.
