So, the Propaganda Dept of the sitting government ( Tory ) will try to ' spin ' it as follows :- They will say that 10% of the voters were happy with the present situation and so did not vote for a different party... So, by default, the sitting government will claim that, as 10% did not vote AGAINST them, then, in effect, those 10% were nominally for the Tories... Hope this makes sense.... Remember that NOT voting against the sitting government, is EXACTLY what they want us to do ...
