Tell them they get a warning for a Game Rule Violation (or call a judge to do so if it's a tournament). comprehensive rules, rule 103.1. At the start of a game, the players determine which one of them will choose who takes the first turn. In the first game of a match (including a single-game match), the players may use any mutually agreeable method (flipping a coin, rolling dice, etc.) to do so. Obviously the method wasn't mutually agreeable, but beyond even that, determining turn order is the *first* thing you're supposed to do. Then you shuffle, then proceed to mulligan. So after the warning, back up to the point right before the error was made... which is the very start of the game. Determine turn order in a mutually agreeable way, then shuffle and proceed to mulligan. That perfect opening hand they had? Gone.

Yo I don’t even have a medical condition that would cause me to avoid flashing lights but for some reason this video made me physically nauseous. Maybe tone it down with the use of that effect in the future. In a dark room this video is literally a strobe. So hard on your eyes. 😵😵‍💫
