Surely, if the real reason is to review and revise the economic provision of the Constitution? A consensus by both houses of Congress should study the Article VI Section [1] that states, The Congress, by vote of two thirds of both houses in joint session assembled, voting separately, shall have the sole power to declare the existence of state of war. Article XVII of the Constitution on AMENDMENTS OR REVISION is silent on how the members of Congress, it means the House of Representative and the Senate will vote. The framers of the Constitution have forgotten to insert the protocols unlike at the declaration of existence of state of war.

Now that's really a problem since that part is vague. We just have to wait for the SC to interpret this. Worst case scenario we might end up like the Malaysians. Best case scenario, they need to compromise and junk the Parliamentary proposal and create a different Political Structure that is also favorable to the Senate(which is most likely won't happen since the Kamara really want the Parliament and Senate still wants to have the same power as the Kamara)

Retired Supreme Court Chief Justice Artemio Panganiban said that only minor amendments that are "clear and certain" are allowed through a people’s initiative. Panganiban also maintains that major changes, such as shifting from a presidential to a parliamentary system or from a centralized to a federal system, cannot be achieved through a people’s initiative. Instead, such transformations require a constitutional convention or a constituent assembly, involving public hearings and debates in Congress and the Senate. Following these debates, a plebiscite is conducted for the electorate to approve or reject the proposed changes. The current people's initiative, even if enough signatures are achieved, will not alter the form of government in the Philippines. Chief Justice Carpio asserted in another forum that a people’s initiative can only be used to amend, not revise, the Constitution. Therefore, even if the signatures are obtained, the people’s initiative would still be deemed invalid and unconstitutional for the purpose of changing the form of government. Yes, there should be a debate about charter change, focusing on whether there is a need for such an alteration. The pros and cons of such a change should be thoroughly discussed in Congress and public forums.

Senators are voted nationally (Luzon, Visayas and Mindanao) at mas me mataas na mandate o mandato(responsibility & functions) . May check and balance sa unicameral legislative branch kasi composed ng iba ibang partido gaya ng liberal federal pdp etc. na ang majority party ang prime minister. Kung kulang ang bilang ng najority may coalition na dadagdag to form the government to be run by a prime minister. Walang presidente or vice president or senado. Kung walang confidence ang pamanalakad ng gobyerno palitan ang prime minister ng mga members. Ganyan ata ang parliamentary system at walang korapsyon katulad ang England Japan Australia progressive sila lahat.
