@@user-sw1rw9bl8p ABS kicks in under the normal operation. This driver sitting on the brakes therefore ABS wouldn't work. ABS sensors wouldn't sense this current situation. It needs momentum not already a sliding vehicle. He should have let brakes go right after it started and benefit from transmission changes he could have use on his highlander. Instead of desperately sitting on a seat and the brakes.

The most basic definition of black ice is a thin coat of highly transparent ice. The reason it is transparent is because it blends in with road pavements since it is so thin, making it nearly impossible to see. Just let the tire pressure down to like 8 to 10 psi. You will have a greater contact with the ice. Can’t speed but you won’t loose control due to the slick ice.

As many have pointed out, this has much more to do with the driver than the vehicle. It feels completely unnatural, but releasing the brakes gives you much more control. You can find a balance in this, or simply pop it in neutral and let it roll/correct course then apply breaks till course comes apart, let go of brakes and correct course and re-apply etc. until you have gotten to the bottom of the hill. This is one of those things that you’d ideally practice before needing to do it real world, but finding a way to practice it proactively and safely can be difficult.
