NOPE! It's Chris Evans, he's just not looking at the camera because he had to grow a moustache for a movie he was in AFTER The Avengers. The "Shwarma Scene" was filmed after Avengers had finished filming.

The shawarma scene actually had Chris in it; he just had a prosthetic on his face to cover up his beard he grew out for another role. Definitely not a body double.
