Yes, it's mostly about movement tech now as more complicated ladder gameplay no longer is possible due to a recent update

sadly ladders dont work like this anymore, it's insanely hard and luck based to have your ladder fall and not take you with it in a weird manner / glitchy-ness

This run was done with the new ladder physics and yeah, the new physics suck as you now have to prioritize movement tech over ladder tech. Thanks for the comment💚

You might be thinking of a spliced run made by pokebio which is basically a tas. This is currently the fastest actual run. Thanks for the comment💚
