If we're talking in the context of a race, I think you got the speed in the bag. If we're talking in the context of a fight, while you may have better speed, he has far better reaction time. Even if you are able to run circles around him, the moment you try to attack him, he'd counter.

Nah Sonic has faster reaction speed than Cell, it’ll be the opposite of what you just said: He’ll be countering Cell far more than Cell would in the fight. Sonic should react as fast as he runs, any speedster needs that or they’re crashing their heads into cement.
