Don’t forget that perfect cell in his return form is similar in power to super sayian 2 Gohan and he was stronger than his father at the time so we could give cell a minimum power level of 300.000.000 which is double what Goku’s is on Namek to low ball him, with my current knowledge.

That if they have the power of a universe or solar sistem they're bodies have to content that power.
