You can do this by making a custom screen in Mach3 (that's the software) and it's best to use a closed loop stepper (this is running with a Nema 34 Closed loop Stepper - www.amazon.com/gp/product/B07VK2GLFY/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&psc=1) The track/belt drive system I made using some T-Track and machined/3D printed the sled. Gears and belt were sourced from McMaster Carr. L Series Corrosion-Resistant Timing Belt Pulley For 12mm Maximum Belt Width, 50.54mm Od 3567N17 1/2" Width MXL Series No. Ll050mxl Timing Belt 7959K23 Idler Pulley For 7/8" Wide Flat Belt, 2.4" Od, For 3/8" Shaft Diameter 6235K61 Alloy Steel Shoulder Screw, 3/8" Shoulder Diameter, 1-1/4" Shoulder Length, 5/16"-18 Thread 91259A626 I started by building the custom screen first, (you don't really need hardware to start) got that running in demo the way I wanted and then built the hardware assembly. No problem with questions.

Can it be set up to use fractional inputs? Ex 4 1/4 instead of 4.25

Yes, that would be possible but would require more programming.
