1) Balki is a fictional character. The only way to make the show work was to, somehow, have him speak at least some English. 2) He was not in a desperate situation, so he had enough time (and presumably resources) to study and learn some English before he arrived. Many immigrants, especially refugees, don't have that privilege. 3) Let's face it, you're probably one of those people who would hate Balki in real life, anyway, simply because he's an immigrant and probably taking some job you wanted.
