At the start (before the balls are added) the "machine" is perfectly balanced. Given that it sitting on a small cylinder which is well below the center of gravity of the machine, it shouldn't be easy to balance it that way. So it smells fishy. It is probably held in place by another mechanism, which we can't see. Probably because it is behind the machine. Just taking a guess : the motion of the machine is from the user that is standing behind (he is kind of rocking left and right). Maybe some sort of pedals?

Yeah I agree! My theory is there is thin elastic line, the stuff you by from a magic store for doing floating money type tricks, it's attached to the top of the contraption and he is holding the other end of the string in his mouth, then he tilts his head side to side pulling the contraption left and right as the balls reach each end. That would also explain his body slightly tilting left and right as well.
