Adachi really care about Yu so he didn't shoot him right at that moment. Furthermore, he also blocked the entance so Yu couldn't continue chasing him because if he did, that's just suicide. On the other hand, you got your pal, Yosuke who know too well that you might go after Adachi but still let you go alone, taking the risk of dying. The more I play P4 the more I feel The bad guy is not that bad, vice versa. ( I played P4 for more than 6y btw)

Iirc, unlike the Investigation Team or Namatame, Adachi pretty much has free reign over the TV World. Shadows ignore him, and he can apparently manipulate his own Shadow and that's what teleports. He explains it in the initial confrontation with the IT. The real Adachi is at the edge of Magatsu-Inaba, and what they talk to is a shadow/illusion (Most likely both) that he sent for them.

no, you just have to pick the right dialogue options when confronting Namatame. then you and your team realise Adachi is the killer and from then you're on the true ending path
