Yeah Crow has an incomplete corrupted version of the wildcard. The Wildcard implies being able to carry multiples "masks" (Persona, Personalities). Thats why every MC since 3 is able cater to different social links and therefore increase their capability to wield personas. So it makes sense that Akechi is able to Wield both Robin Hood and Loki and could even alter his appearance. Its also why his persona Selection is quite limited since he's more isolated and anti-social as compared to Joker Not sure if this still applies to Royal tho.

To be fair; they are really one character; who has been split into two. Notice they only use low-level personas? Almost as if they've not been fused? The ONE time they can bring out a high-level Persona? IN UNISON. Notice their hats? Put together their letters. O.Y.O.O and X.M.R.N. OxYmOrOn. It's one word. Notice their eyepatches.
