Its a joke, because in Persona 5, the phantom thieves need to first warn their targets about them stealing their hearts / treasure, in this case, its Waluigi's desire to be in Smash Bros. When the thieves succeed in stealing a treasure, they can then take the item they stole and make it real in reality. So basically: Waluigi is salty he isn't in smash, so he became a meme. He is salty and has a desire of having an invitation. Joker infiltrates his heart, steals the invitation, and changes Waluigi's heart, letting Joker have an invitation.

Now I need to rewatch the last 5 mins of every episode of Hustle and play this at the same time. It's just too good as a theme of "oh that? Yeah well you see, here's how it all went down..."
