To me the best part is that it gives to the general public an idea of the thieves personalities (until this card they only knew their sillohuetes). So now they know they have a dumb member that is constantly punished by a smart member and that they have a formal member

In hindsight a PubSec cop becoming a member of the phantom thieves, the idea of his calling card being an arrest warrant is actually genius. It's not flashy like a standard phantom thief, but Zenkichi is a professional who just gets straight to the point. Konoe wasn't even worthy of being called an insult or his own name, just shortened to "Party A." as for Zenkichi, it's just business as usual.
