If you asking about this patch: mega.nz/#F!nU9DnQKY!LWt__viW-fghr3iuciOWOQ then it can be open with WinRAR. Unfortunately, I don't know about newer versions.

You'll get global game update, such as: balls, boots, kits, over 200 stadiums and option file with 2006-07 (I think) season.
