If it's your pet and do not involves any commercial activity or violation of PCA act, then it's not required, just register them on parivesh portal if it's cites listed species.

Bhai size and location of shop does matter. Agar shop spacious nahi hai, proper ventilation nahi hai, kisi conjusted place may hain ya industrial location par hai ... to jaldi permit nahi milta hai , application reject ho jata hai

Bhai for aquarium at present there is no rule as far my knowledge and generally aquarium malls may isliye nahi allow kartey q ki water requirement jyada hoti hai aur smell bhi ata hai isliye... Warna aisa kuch boundation nahi hai for aquarium in malls
