As a relatively young Fed employee, I can answer why DoD has been so impotent. 1) Unions in this country too often protect severely underperforming employees to the detriment of taxpayers and the high performing employees. 2) DoD auditor groups are incompetent. I asked one former DoD auditor about the significant financial waste that has been discovered over and over, what he thought, and what he accomplished himself. The response I got was beating around the bush, he clearly had nothing to say about his accomplishments. He left DoD for a higher paying Fed job. Why are auditors who accomolish nothing getting hired and not getting fired by DoD?
