Peter Sellers in a comedy sketch with Flip Wilson, as Inspector Henderson of Great Britain. The clip is from the TV comedy variety special "Flip Wilson...Of Course", originally aired on October 18, 1974 on NBC.
This is the second sketch featuring Peter on this show. The first sketch is the one where Peter plays Napoleon. Other guests on the show also included Richard Pryor and Lily Tomlin.

I don't know how much Peter contributed to the sketch, because it is so well seasoned with little touches of British-Goon Show-style dialogue. BRILLIANT!!❤
