The device he is pulling on to lift the rescue target is a double pully system with progress capture. I think its a 4:1 simplex system. You can build one for a rescue bag. its two double pulleys and a prusik loop. The only issue I see with this is, depending on height, you cannot be certain the ammount of rope you have to descend the target is long enough.

@@jackgallegos5246 I have been working at heights since 1998. It is best not to use the absorber, a better option would be a dynamic rope as a lanyard, tied only from the front point of the harness. Then when you fall off, you will have a dynamic, short and safe flight.
